Jorge Baliñas Barbagelata fue un profesor y político uruguayo, quien se desempeñó como presidente de la Administración de Ferrocarriles del Estado (AFE) entre 1971 y 1973 y como subsecretario (viceministro) del Ministerio de Turismo en 1986-1987.
