Enrique Chirinos Soto fue un abogado, constitucionalista, periodista, escritor y político peruano. Fue congresista de la república, durante el periodo 1995-2000, y diputado en tres periodos. Fue también senador, en el periodo 1985-1990, y congresista constituyente de 1992 hasta 1995.
