Carlos Santiago Avendaño Ortúzar fue un ingeniero agrónomo y político del Partido Nacional (PN). Fue elegido diputado en 1969, cargo que perdió en 1971 tras emigrar hacia Australia luego de la elección presidencial de Salvador Allende.
