Amadeo Baena Lazo fue un abogado, militar y político nicaragüense quien junto al líder creole Waldo Wyman Hooker (1909-2017), elaboraron el primer anteproyecto de ley de autonomía del Caribe Nicaragüense en el transcurso de 1936 a 1946, pero frustrado por el Congreso Nacional de Nicaragua ese último año.
